Cesar Muir is a bilingual associate attorney with Vanderpool, Frostick & Nishanian, P.C., where he practices civil litigation and municipal law. He represents individuals and businesses in a wide range of civil matters and is known for his thorough preparation, strong legal research, and practical approach to problem‑solving.
As part of his municipal law practice, Cesar assists the Town Attorney for the Town of Haymarket, providing legal research, drafting, and guidance on matters affecting town governance and decision‑making.

During law school and after graduation, he drafted pleadings and dispositive motions, managed discovery, and participated in trials and hearings throughout the Commonwealth.
His experience includes work on complex civil litigation matters, including involvement in one of the largest embezzlement cases in Fairfax County history. In that matter, Cesar contributed to trial preparation and later drafted appellate briefs addressing an issue of first impression before the Virginia Court of Appeals.
