About Carl
Carl Moore focuses his practice on civil litigation. He joined Vanderpool, Frostick & Nishanian in August 2025, after gaining extensive trial and litigation experience during his career in public service with the Consumer Financial Protection Bureau (CFPB), the U.S. Department of Justice (DOJ), and the U.S. Army Judge Advocate General’s (JAG) Corps.
Before joining VF&N, Carl was a senior litigation counsel at the CFPB, where he led investigations and litigated complex civil cases in federal district courts to enforce consumer financial laws. He handled matters against student loan servicers, debt collectors furnishing credit information, law firms offering mortgage relief, software platforms facilitating credit repair, prison vendors providing money transfer services, and for-profit colleges offering private student loans.
Previously, Carl was a trial attorney with the DOJ’s Tax Division, representing the IRS in federal district courts and bankruptcy courts around the country. He was lead counsel in more than 40 cases, including a six-day federal jury trial involving penalties for failing to report a foreign bank account. Aside from FBAR penalties, Carl also handled cases involving employment taxes, officer liability for trust fund taxes, fraud penalties for unreported income, gift taxes for transferring fractured interests in real property, lien priorities, wrongful levies, and taxpayer refund suits.
Earlier in his legal career, Carl served on active duty as a Captain in the JAG Corps. He primarily handled criminal cases, first as a trial counsel prosecuting felony-level crimes, including attempted murder, drug trafficking, and involuntary manslaughter, and then as an appellate attorney briefing and arguing criminal appeals for the government. Aside from criminal law, Carl also handled adverse personnel actions, such as administrative separations and General Officer Memoranda of Reprimands (GOMORs), served as a legal assistance attorney and as the officer-in-charge of a tax center.
Before becoming a lawyer, Carl worked as a business operations analyst for a large defense contractor, where he helped implement an enterprise resource planning system across multiple manufacturing facilities.
Carl is originally from Maryland but now lives in Fairfax County. Like most parents, he spends his free time on the sidelines watching his two children play various sports.
